Making a Gradient Outline Mask
Step 1: After opening an image file, open the Mask Tool, selecting a medium-large radius soft-sided brush from the Mask - Brush tool option, and then trace around the main image subject staying 1->1.5x brush diameters away.

Step 2: Complete the mask by using the Mask - Line tool, staying in the middle of the brush path traced in Step1.

Step 3: Set Mask Blur radius to 1->2x the brush diameter and click on APPLY. This will form the gradient of the mask. If this appears to be too abrupt, apply the blur again using the same or different blur radius. Do not 'undo' the first blur unless it is obviously extended into the main subject area of the image. Click 'OK' to complete the mask or leave it 'active' for the next step.

Step 4: De-emphasize the background with the Brightness, Color Curves, Levels&Color, or Filter transform using the previously generated mask, setting slider amounts as preferred. If the mask is 'active', click the Mask Tool's 'OK' as it can be used in next step.

Step 5: Using the same generated mask except inverted, adjust the main image subject area for brightness, contrast, and saturation with the Brightness, Color Curves, Levels&Color, or Filter transform. If especially vivid appearance is desired, using the Brightness Curve transform in RGB color space will generally accomplish this.

The Result: Ater a little more enhancement [noise reduction, MiscTools touchup, and sharpening] and adding a border and drop shadow for presentation:
